SAN FRANCISCO, CA – Resilient Network Systems, the leading provider of Trust Network solutions, today announced that the company has appointed Richard A. Spires as Chief Executive Officer (CEO) and member of the Board of Directors.
Spires brings nearly thirty years of transformative executive experience in both private and public technology sectors. As Chief Information Officer of the US Department of Homeland Security (DHS), he led strategy and operations, managing a $5.6 billion annual budget to unify and update DHS’ IT infrastructure. Previously, Spires filled Chief Information Officer and Deputy Commissioner roles at the IRS, where he managed one of the most complex IT modernization efforts ever undertaken. As Senior Vice President at SRA International, Inc., he founded and directed initiatives to provide technical solutions to the financial, telecommunications, and legal markets. After nearly seventeen years at SRA International, Spires succeeded in raising funds to spin out a data analytics start-up. The company, Mantas, Inc., was later acquired, providing a substantial positive return for the investors.
Bill Coleman will stay active with the company and remain on the Board of Directors. “As the former CEO and lead investor in Resilient, Alsop Louie Partners (ALP) and I have had the honor of helping to build what I believe can be a world-changing technology,” said Bill Coleman, Partner at ALP. “I could not be more excited to have Richard Spires agree to step in to take the company forward. He understands exactly how our neutral platform and ecosystem of partners can solve many of the thorniest problems in the public and private sectors.”
“Richard Spires’ experience at the IRS and DHS uniquely qualifies him to understand the challenges of delivering robust security and privacy while sharing highly sensitive data across disparate organizations and people on a national scale,” said Jonathan Hare, Resilient’s Founder and new Executive Chairman. “He recognized early on that the Trust Network is a breakthrough innovation needed to solve the crisis of trust in the Internet, with implications across all parts of society. We are excited that, after working with us closely over the last six months, he has agreed to join us as CEO and accelerate our progress towards realizing that vision.”
Spires stated, “I am pleased and excited to take the helm of this company with its strong team, rapidly maturing product offering, and a set of reference implementations.”
Spires holds a BS in Electrical Engineering and a BA in Mathematics from the University of Cincinnati, as well as an MS in Electrical Engineering from the George Washington University. Mr. Spires served as the Vice Chairman of the Federal Government CIO Council and as Co-Chairman of the Committee for National Security Systems (CNSS). He has won a number of awards, including the 2012 Fed 100 Government Executive Eagle Award and TechAmerica’s 2012 Government Executive of the Year. He was named a distinguished alumnus of the University of Cincinnati’s College of Engineering in 2006.
